I recommend paying an incentive when a transaction is actually completed during the specified incentive period regardless of the vendor's decision to pay or not. Otherwise, update the TopCash policy indicating the incentive will also be voided/declined if vendor declines payout on a transaction.

My honest review is , TopCashback is the superior app for earning cash back. I have it on my laptop along with another app for cashback. The top cash back app is hands down the most used. It is so easy and offers the best deals. I have used it for years . Cashing in is super easy too. I love getting the extra percent from Amazon. I would have given it 5 star but I am still waiting on a large cashback . I have emailed customer service and it says up to 16 weeks to resolve. So, as far as ease, it is more like frustrating. This is my first real problem of not seeing my cashback from a vendor. It is a free app and I just love it . It is fun to play the games and incentives they often have too.
